Financing is possible for other activity types not prohibited for the Program.
Set for a group of related Provider’s contractors for credit agreements in all Ukrainian banks for the Program term with account to factoring and leasing agreements under the Program.
UAH 250 mln. — for financing the “Energy services” priority area under item 5 (investment credit only);
UAH 150 mln. — for financing the following priority areas: “Processing industry” under item 2, “Reconstruction” under item 3;
UAH 10 mln. — for financing the following priority areas: “Alternative generation” under item 7 (investment credit only, included to the limit for another area);
UAH 3 mln. — for financing the following priority areas: “Energy efficiency for multi-apartment building owners associations and housing associations” under item 6;
UAH 90 mln. — for agricultural product manufacturers;
UAH 60 mln. — for all other areas, including replenishment of working funds — not more than UAH 5 mln.;
UAH 150 mln — for the purposes determined in the Program.
Investment loans, including priority areas:
– newly created business 5% per annum;
– priority areas:
• “Processing industry” under item 2, “Reconstruction” under item 3, “Energy services” under item 5:
Micro and small-scale business – 7% per annum;
Medium-scale business – 9% per annum.
• “Alternative generation” under item 7:
Micro, small-scale, and medium-scale business – 0% per annum;
Loans for working funds financing:
– newly created business – 5% per annum;
– other areas (except “ “Reconstruction” under item 3, “High military risk zone” under item 8: – 15% per annum.
Loans for financing under item 3 “Reconstruction” (investment and working funds replenishment):
– up to 0.1% in the first two years of lending, later
– up to 5 or 7, or 9% depending on the segment (micro, small-scale, medium-scale) and with consideration to the terms of further creation of jobs.
For investment loans: 1% in the first five years, 5% in the sixth and further years.
For loans for current capital financing (replenishment of working funds): 7%.
1) investment purposes, including:
– Acquisition and/or modernization of fixed assets, including purchasing commercial and manufacturing vehicles;
– Construction/reconstruction/repairs of non-residential premises where the client conducts their primary business that belong to them under the right of ownership or use;
– Acquisition of non-residential real estate and/or land lots with the purpose of conducting business without the right of assignment to third parties;
– Acquisition of intellectual property rights (franchising) related to an investment project execution;
– Implementation of energy efficiency measures for multi-apartment building owners associations and housing associations, including acquisition and installation of generation units producing electricity from alternative sources, power storage units and auxiliary equipment, as well as acquisition and/or installation of diesel, petrol, gas, or dual-fuel generators;
2) Current capital financing (replenishment of working funds).
3) Debt refinancing for entrepreneurs conducting business in the high military risk zone for loans granted by the Bank for which interest compensation is provided under the Program.>

* High military risk zone (HMRZ) — the territories included to the list of areas with current (or past) hostilities or temporarily occupied by the Russian Federation approved by the Ministry for Development of Communities and Territories of Ukraine, with the exception of Kyiv city and Kyiv region, for which no date of hostilities chance cessation has not been determined, or territories for which less than five calendar years have passed after the hostilities stopped (or the chance of hostilities ceased to exist) or the temporary occupation was lifted as of the date of signing or prolongation of the credit agreement, or territories included to the list of areas with current hostilities where state digital informational resources are operational but where no date of hostilities cessation has been determined.
**For the martial law period and 90 days in a row, the compensation rate may be increased by the difference between 20% per annum and the base rate for the customer calculated at UIRD index (3 months) plus 2–4.6 or 12% per annum depending on the business segment and activity period.
For investment purposes or working funds replenishment
For a group of related contractors in all Ukrainian banks for the Program term, including factoring and leasing under the Program
The lender should be an agricultural product manufacturer as defined in the Law of Ukraine “On State Support of Ukrainian Agriculture”
The lender must be registered with the State Agricultural Register
Any lenders conducting their business in the agricultural industry (primary section A KVED) and agricultural products processing industry (primary KVED in group 10.51, 10.61, or 10.71 of the National Classifier of Ukraine) must implement and observe the Environmental and Social Standards of the World Bank from December 01, 2024.
Active individual entrepreneurs not included to groups of related contractors or included to groups of no more than 5 individual entrepreneurs with an income not more than UAH 50 mln per year
up to 0% per annum in the first year of crediting,
up to 5% per annum in the second year of crediting,
up to 7% per annum in the third year of crediting
out of funds included to the state budget under the program “Provision for the National Development Institution Functioning” and other sources not prohibited by law
The client must be a multi-apartment building owners association (as defined in the Law of Ukraine “On Multi-apartment Building Owners Associations”) and/or a housing association (a housing or service cooperative society) — a legal entity created by individuals and/or legal persons under the Law of Ukraine “On Cooperatives” and representing owners of the multi-apartment building it manages.
Organizations can request state support under this section until December 31, 2026
State support for multi-apartment building owners associations and housing associations (housing or service cooperative societies) is provided only for the purposes stated in item 6;
State support is not provided to multi-apartment building owners associations and housing associations that received state assistance during the experimental project for providing state assistance for acquisition of independent electric power sources for the needs of multi-apartment building owners as provided by Resolution of the Cabinet of Ministers of Ukraine No. 106 as of January 28, 2026 “On Implementation of the Experimental Project for Providing State Assistance for Acquisition of Independent Electric Power Sources for the Needs of Multi-Apartment Building Owners” (Official Gazette of Ukraine, 2026, No. 15, article 1062) purposes similar to those determined in item 6, as confirmed with the data from the list of recipients of such assistance published on the official website of the Ministry for Development of Communities and Territories of Ukraine under paragraph 28 of the Procedure for Implementation of the Experimental Project for Providing State Assistance for Acquisition of Independent Electric Power Sources for the Needs of Multi-Apartment Building Owners approved by Resolution of the Cabinet of Ministers of Ukraine No. 106 as of January 28, 2026.
A participant is an entrepreneur, including micro, small-scale and medium-scale enterprises, and a resident of Ukraine:
Not a person with participants (shareholders, members) or ultimate beneficiaries who are citizens or legal persons of a country named an aggressor state / occupier by Ukraine, except those residing in Ukraine legally, and/or persons that belong or used to belong to terrorist organizations.
Registered and conducting business in the territory of Ukraine (except areas temporarily occupied by the Russian Federation for which no date of the temporary occupation cessation has been determined) induced to the list approved by the Ministry for Development of Communities and Territories of Ukraine.
as not received state assistance exceeding the equivalent of EUR 200 thous. per the official currency exchange rate by the National Bank as of the last day of the financial year in the last three calendar years together with the participants of their group of related contractors. ***
Does not meet the criteria for restrictions for provision of state support determined in article 13 of the Law of Ukraine “On Development and State Support for Small- and Medium-scale Entrepreneurs” (with the exception of subjects not covered by the provision under the current law of Ukraine and during the term established therein).
Newly created enterprises (economic activity for less than 12 months) need to have related experience and a business plan for an investment project implementation
Borrowers operating in the agricultural industry (primary section A KVED) and the agricultural products processing industry (primary KVED in groups 10.51, 10.61, or 10.71) of the National Classifier of Ukraine must implement and observe Environmental and Social Standards of the World Bank. The requirement has been in force since December 01, 2024.
An entrepreneur manufacturing agricultural products must be registered in the State Agricultural Register Information and Communication System.
For medium-scale entrepreneurs: the modified coefficient of the interest coverage with operational income, calculated as the ration of (A) the financial result of the medium-scale entrepreneur’s operations before deduction of depreciation adjusted for one-time non-recurrent components of other operational income/expenses and (B) estimated annual financial expenses of such an entrepreneur as a debtor for their cumulative debt to all creditor banks and other creditors – financial institutions due within the next 365 calendar days under the terms of the respective agreements (with consideration to the loan for which the medium-scale entrepreneur has applied to an authorized bank, and state support received hereunder), must not exceed 5 as of the date of the credit risk assessment by the authorized bank. The coefficient of the interest coverage with operational income is calculated by authorized banks according to the Rules for Banks in Connection with Martial Law in Ukraine approved by Decree of the Board of the National Bank of Ukraine No. 23 dated February 25, 2022. The criteria in this paragraph is applied to medium-scale entrepreneurs who received or will receive a loan after September 1, 2026.
*** Limits for the state support amount are not used for entrepreneurs conducting business in the agricultural production and fishing industries, as well as while martial law is in place.
